Originally from Saskatoon, Joel is a Civil Engineering graduate from the University of Saskatchewan. Since graduating with his masters degree, he has worked as professional engineer for 25-years and has extensive experience in planning, design and construction of municipal infrastructure. For the last fifteen years he has worked with the City of Kelowna where he is responsible for managing the Infrastructure Engineering Department. Joel’s team oversees annual and long-term infrastructure planning including asset management and the DCC program.
