Scott is a principal with Urban Systems and leads up their Asset Management practice in Kelowna. Scott has a degree in Economics and his civil engineering diploma. Scott was part of the Urban Systems team that in partnership with UBCM and the province of BC, was involved in the development of the BC Framework for Sustainable Service Delivery. A key implementation component of the BC framework is the ability to assess, measure and report on service delivery progress and performance. As no tools existed in BC that aligned with the BC Framework, Scott in partnership with Doug Allin developed the Service Sustainability Assessment Tool.
