7C: Good Plan - but who have we got to do it?

It's not just about the money - what if I don't have enough people? The Capital Regional District like many, have competing demand on available resources. Staff 'know' they don't have enough people to project manage all the capital works projects. They 'know' getting people to manage projects 'off the side of their desk' is risky. They 'know' the action plans in the new strategies for Asset Management and Climate Change will require staff effort they don't have available. Staff 'know' but convincing senior management you need more resources can be challenging. They want evidence of the need and why existing staff can't do it, and what will happen if they say no? The CRD team set out to build a simple tool to find these answers. This is their story.
