2B: Prioritization of Wastewater and Stormwater Pipelines for Seismic Resiliency Using an Asset Management Approach

Description
The City of Portland’s Bureau of Environmental Services (BES) is completing a Resiliency Master Plan (RMP) that includes a prioritized approach to improving resiliency to a Cascadia Subduction Zone Magnitude 9.0 earthquake for stormwater and sanitary infrastructure. Risk-based prioritization of projects required understanding likelihood and consequence of pipeline failure. The RMP included developing customized fragility coefficients and applying them to soil performance data to develop fragility values (breaks per 1,000 feet) for pipelines. The fragility, used as one factor for Likelihood of Failure, was combined with a hydraulic model to assess which properties are vulnerable to loss of service as well as building sewer backup and flooding—components of the Consequence of Failure. This presentation also explores methods used to monetize risk, mitigation options, consideration of lifeline interdependencies, and challenges to incorporating resiliency into the Capital Improvement Program.
