Lois Flynn, Executive Director, Consumer Services

Lois Flynn became the Executive Director of Consumer Services at Service Alberta in March 2018, and she has been with the Government of Alberta for more that 30 years.
 

With an educational background in business, Lois’s experience includes working in public and private/for-profit, and not-for-profit sectors, with a significant focus on services to Albertans and vulnerable populations.  She has extensive senior management experience in the areas of strategic policy, service delivery, issues management, operational management, quasi-judicial settings, and public agency governance and oversight.

Lois has also played a leadership role in transformational change initiatives, focussed on improving service delivery and better outcomes for Albertans.

  
Luis Pando Lopez, Policy and Project Advisor, Consumer Programs

Mr. Luis Pando Lopez is currently on an internal secondment from the Office of Utilities Consumer Advocate, where he acted as Senior Market Analyst for the Regulatory Affairs team. Luis is currently acting as Policy & Project Advisor with the Market and Industry Standards team, and as member of the Condominium Legislation Modernization Project team has been working on the final steps of the Stage Two policy approvals processes, as well as starting to implement Stage Three on the Dispute Resolution Tribunal. Luis has a strong legal background and holds a Masters of Laws from the University of Alberta, a Masters in Energy Law from the Instituto Superior de la Energia, in Madrid, Spain, a Masters in Economics from the University of Barcelona, Spain, and a Law Degree from the Universidad del Rosario in Bogota, Colombia
