17A: Applying Optimized Decision Making to Investment Planning

With limited resources, it is not an easy task for municipalities to prioritize investments across multiple business drivers. Halton Region Public Works is deploying a business case evaluation process and project prioritization/sequencing process to enable optimized investment planning decisions across water, wastewater, roads, and waste services. The business case process enables Halton to address a specific set of needs by evaluating solutions using a structured cost versus benefit approach . The project prioritization/sequencing process enables Halton to prioritize and sequence projects in alignment with its organizational objectives. Over the past four years, Halton has been on a transformational journey to develop document, implement and operationalize comprehensive asset management business processes including: levels of service, life cycle management, risk, business case, and prioritization. This presentation will tell the story of how engagement with stakeholders across Public Works coupled with leadership support has enabled a strong culture of asset management.
