The City relies on a network of approximately 1,595 km of linear infrastructure to provide water, wastewater, and stormwater services. The challenges posed by maintaining an extensive network include the management of risk. To characterize the likelihood of failure of the system, a series of quantitative and predictive tools were developed including Markov chains, Hazard Functions, and an Applied Loads model. Consequence of Failure was assessed using a GIS-based multi-stakeholder framework structured by the three pillars of sustainability, monetized using the WRc approach. Business cases were developed using risk management strategy and risk-cost margins. Asset-level plans included CCTV, multi-platform inspections, soil assessment, drawdown testing, replacement strategies, and anode retrofits. Business process models and risk analysis results were adopted within the City’s decision making software. This presentation is suited for municipalities looking to advance risk management tools and translate strategy to information systems, capital improvements, and business decision making.
